The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) publishes its full dealer license list on its website, broken into separate pages by license category. The independent, wholesale, auction and salvage list, read September 16, 2026, carries 11,980 licenses. Of those, 11,063 are Independent Motor Vehicle Dealer (VI) licenses, the category Florida Statute 320.27(2) defines as any dealer other than a franchised or wholesale dealer.

We then removed VI licenses whose business name clearly describes something other than a retail used-car lot: motorsports, motorcycle, ATV, boat, RV, trailer, truck, heavy equipment, classic-car, salvage, towing and similar names. That leaves 10,363 independent retail lots. Florida also licenses 1,808 franchise (VF) dealers on a separate list, plus 232 wholesale-only (VW) dealers, 68 auctions (VA) and 617 licensed salvage dealers (SD), all tracked as distinct license types rather than folded into the independent count.

  • Franchise count: FLHSMV List of Licensed Franchise and Service Facility Dealers, read the same day. Franchise = license type VF (1,808); 3 Service Facility (SF) licenses on that list were excluded from the franchise count.
  • Independent retail: VI licenses minus names containing terms such as truck, trailer, RV, equipment, motorcycle, motorsports, ATV, boat, marine, classic, collector, towing, wrecker, salvage, scrap, heavy, fleet, bus, golf cart, powersports, tractor or construction. The filter is conservative, so the true retail figure may be a little higher, not lower.
  • County shares: computed from the same independent-list data after the retail name filter, before deduplication beyond what the state list already provides (no duplicate license numbers were found).
  • Email providers: classified from the domain of the business email on each retail-filtered VI license; a domain not matching a known free-mail or ISP provider was counted as "own domain."
