White-label AI voice agent platforms compared: price, and who carries the TCPA risk

Short answer: Published white-label entry prices run from $99 a month (Stammer, Trillet) to $1,499 (Dialora), and Dialzara does not publish one. The bigger difference is calling law. On the pages we read as of October 2026, GoHighLevel states in its help centre that it does not check contact consent before outbound Voice AI calls, and none of the other vendors' pricing pages say who owns TCPA consent. When you resell an agent, assume the compliance work is yours unless the platform documents that it enforces it.

Why the compliance question matters more on a resold agent

The Telephone Consumer Protection Act lets a person recover $500 per violating call or text, and a court may raise the award to as much as three times that, $1,500, if the violation was willful or knowing. Under the FCC's rules, calls placed with an artificial or prerecorded voice to a wireless number need the called party's prior express consent, and marketing calls need prior express written consent.

In February 2024 the FCC adopted a declaratory ruling (FCC 24-17) holding that AI-generated voices are artificial voices under the TCPA. That means an AI voice agent calling a cell phone is inside the consent rule from the first call. The ruling clarified existing rules; it did not create new ones.

A white-label platform sits between the technology and your client's customers. If a client's list was never consented, the call still goes out unless something in the stack stops it. Whether the platform, the agency or the client ends up answerable is a question of facts and contracts, so have a lawyer review your terms. The practical point for an agency is narrower: find out, in writing, which checks the platform runs and which it leaves to you.

The table lists the entry tier we found on each vendor's own pages that is described for reselling under your brand; for GoHighLevel that is the plan its pricing page ties to rebilling, and the pages do not always say which tier is cheapest. Tiers differ a lot in what they include, so treat it as a starting point rather than a ranking, and verify on each vendor's site because these prices change.

What each platform's own pages say about calling law

We read the pricing and compliance pages each vendor publishes and looked for four things: who owns consent, calling hours, do-not-call and opt-out handling, and AI-voice disclosure. A page that is silent does not prove the platform does nothing, only that an agency cannot rely on it without asking. We did not test any product.

PlatformWhat the pages we read say
GoHighLevelHelp centre: no platform-level contact consent check before outbound Voice AI calls; the business owns consent, opt-outs and DND. Calls run 8 AM to 8 PM contact-local (as of October 2026).
AutocallsLists a DNC blacklist and GDPR, ISO 27001 and HIPAA badges. TCPA is not mentioned on the pricing page.
DialoraCompliance page is about GDPR and says the platform only provides the tooling; it does not mention TCPA. The partner page names no one as responsible for calling-law compliance.
TrilletFooter lists a TCPA badge among others; the pricing page gives no detail on consent handling. A per-agent HIPAA mode disables recording and storage.
StammerLinks GDPR, privacy and terms pages. No TCPA, consent or opt-in content on the pricing page.
Callin.ioLists a HIPAA BAA only on the top tier. TCPA is not mentioned on the pricing page.
DialzaraPartner program pricing is by quote and the pricing page gives no calling-law detail.
Lead FriendlyQuiet hours, do-not-call and STOP replies, and the AI-voice disclosure are enforced by the platform before anything goes out. Consent for a list stays with the business. Not HIPAA eligible, no BAA.

How we scored: Lead Friendly analysis of the vendor pages in the sources, read 2026-10-14. 0 means not stated on those pages; 5 means stated plainly as platform behaviour or responsibility. It scores documentation clarity, not product quality. We score our own product on our own documentation, so weigh that row accordingly. Stammer, Callin, Trillet and Dialzara would score near zero on these pages.

Documentation clarity, not product quality. A low score is a prompt to ask the vendor, not a finding that it lacks the feature.

Questions to put to any vendor before you resell

  • Does the platform block calls to numbers on your suppression list, and is that automatic or a setting you must switch on?
  • Are calling hours enforced by the platform in the contact's local time, and can a client override them?
  • Is the AI-voice disclosure spoken by default, and can a client prompt it away?
  • What happens to a STOP text or a spoken opt-out: is it recorded and honoured across every sub-account?
  • Who holds call recordings and consent records, and can you export them if a client is challenged?
  • What do the terms say about indemnity if a client's campaign breaks the law?
  • Is any tier HIPAA eligible with a signed BAA, if you plan to sell to clinics? Among the vendors above, Callin lists one on its top tier and Trillet offers a HIPAA mode; Lead Friendly is not eligible.

How to choose

If you mainly want cheap infrastructure and are comfortable building your own consent, suppression and disclosure layer, the lower-priced tiers and GoHighLevel's open toolkit give the most room, and GoHighLevel is the stronger choice if you already sell its CRM and funnels to clients. If you would rather have the checks run by the platform before anything goes out, weigh that against the narrower toolkit. Our own cost tool at the GoHighLevel AI cost calculator shows what its usage-based charges add up to at your volume.

Whichever you pick, keep consent records per client, write the AI disclosure into the client's script, and decide who answers a complaint before the first call goes out. Our TCPA checklist and the guide on AI cold calling cover the consent side in more detail; the reseller programme is described at /partners.

Frequently asked questions

Is a white-label agency liable if a client's AI voice agent breaks the TCPA?

It can be, depending on the facts. The TCPA allows $500 per violation and up to $1,500 if willful or knowing, and the FTC's telemarketing guidance says anyone who substantially assists a violation while knowing or consciously avoiding knowing about it can be held responsible. Who ends up liable also turns on your contracts, so have a lawyer review your terms with clients.

Does the TCPA apply to AI voice agents?

The FCC's February 2024 declaratory ruling (FCC 24-17) held that AI-generated voices are artificial voices under the TCPA, so calls to wireless numbers need prior express consent, and marketing calls need prior express written consent. Inbound calls that a customer starts are a different situation from outbound campaigns.

Which white-label AI voice platform is cheapest?

By published entry price as of October 2026, Stammer and Trillet start at $99 a month, but the tiers differ in client limits, minutes, and what the phone line costs. Dialzara does not publish partner pricing. Price the full stack, including phone numbers and the model, before comparing.

Can I resell GoHighLevel's AI features under my own brand?

Its help centre says agencies must be on the $497 plan to rebill AI Employee usage, as of October 2026. Verify the current plan rules in the app before you quote clients.
